It is nice to know that Watts was definitely involved in the atlas military before whatever disgraced him happened. Wonder what else he might have done while in Atlas? Maybe other things with security?

Penny was meant to be a Maiden
Not in a meta sense, but by Ironwood. Think about it. Penny was raised by Ironwood to believe that it was her duty to save the world. She was told that there was conflict coming. She was groomed to be a hero, much like Pyrrha was. The parallels between those two were no mistake. And most importantly, Penny had a soul.
Between Ironwood's Aura transfer machine and Penny's soul-holding chassis, Penny had the potential to become a Maiden that would never die. Not of natural causes, at any rate.
We don't know whether Penny's soul came from the body of a dying girl (her father's biological daughter?) or if it arose naturally from a sufficiently complex AI. But between Ironwood's Aura transfer technology - which Ozpin knew about - and Penny's soul-compatable chassis - which Ozpin didn't* know about, it seems obvious that Penny was being groomed to become an immortal Maiden.
I don't believe that Penny will come back *sobs* because she had a unique soul, and who knows what happens when the house of your soul is destroyed?
But Ironwood and Penny's father still have the research behind Penny and the transfer machine, and Ironwood still believes that it is his responsibility to save the world.
And yet, Cinder also stole the blueprints to the P.E.N.N.Y. project during Volume 3, with the help of Watts' virus.
So the question stands: who will be the first to build a robotic Maiden?
Ironwood, or Watts?
The fate of Remnant may well depend on it.
*While Ironwood genuinely believed that Penny's nature was a secret from Ozpin, Ozpin himself has never commented on Penny, and thus we cannot be sure how much Ozpin knew.
