I was looking up Governor Pryce on google to check the spelling of her name and the second result (after wookieepedia) was a reddit thread about how she's just misunderstood and like. no? i'm rereading the thrawn novel rn and she starts off evil and then finds more people with whom her evil can propagate and i think she's pretty clear-cut as a villainous character from the start (all of this is just from one chapter).
In the chapter 4 pre-chapter journal entry thing, thrawn is talking about the paths people take: "Some are driven by malice. Such manipulations can prove effective in the short term. But the longer-term consequences can be perilously difficult to predict. The path of Arihnda Pryce is one such example. A deep and perceptive study of it can serve as a valuable lesson. And as an even more valuable warning." [pg 53] Arihnda is 100% driven by malice, as well as a desire to get to the top
Same page just a little down, "Arihnda glowered to herself. Uvis with one of his rock-brained questions or comments wasn't something she really wanted to deal with right now." [pg 53] What a hater
She absolutely despises Lothal. There is hatred in her heart. She calls it a "backwater dirtball" [pg 55] and then says "During her teen years, she'd begun to see the quietness as dullness, the open spaces as lack of culture or excitement, the familiar acquaintances as stifling and boring." [pg 58]. The reddit person claims "Arihnda was trusting, with a strong sense of justice and good nature" but this is not good nature. She's been a hater since she was a teen.
Arihnda fully throws an employee of her family's company under the bus when Governor Azadi accuses her mother of embezzlement. She's pretty sure that this poor woman was having digestive problems, and she just happened to be going to the bathroom at the right intervals to be implicated. "Maybe Harchmak was innocent. [...] Arihnda didn't know. She also didn't care." [pg 64]
All she wants in life is to climb the social ladder as far as she can, no matter the cost. She manages to leverage the embezzlement situation to get herself a job on Coruscant. "And all it would cost was her parents' jobs and dignity, and several generations of the Pryce family legacy." [pg 68]
She starts off as such a hater. She is demonized, yes, but I think she is a demon. She's power-hungry and she's not afraid to manipulate her way into more power. Spoilers for later in the Thrawn novel under the cut

Second take away, I think it is so funny to see what characters ended up in the same category as each other, Like Maul, Saw and Chopper all in the same category, amazing.
