Okay but like. The Shadowed One definitely uses his madness rhotuka to gaslight and manipulate his employees; Inflicting upon them extreme states of emotional vulnerability to take advantage of, making them unsure of what’s real or not for gaslighting, etc. It’s never outright said that TSO does this, nor is there ever a single mention of him actually using his rhotuka...
But the subtext is there and it just fits. We already know TSO took advantage of Savage’s compromised mental and emotional state to convince him that his own teammates had willingly betrayed him; And there’s whatever brainwashing the Dark Hunters did to Gatherer. TSO absolutely uses his rhotuka to mess with people’s heads so he can get into them, and I imagine the threat of him doing so is also a way to keep people in line. And when you’re uncertain of reality, it allows TSO to spin up any narrative he wants to manipulate people.
And it makes you wonder who TSO has used this ability on; If someone like Spinner was taken advantage of during his agonizing injuries, and had any paranoia heightened until he believed his teammates really did sabotage him. Sentrakh straight up lost his memories (though that was an accident); What if Mimic thought he heard his lover’s voice in the Odina fortress, only for TSO to use his rhotuka to make Mimic assume he’s just going insane from grief? It really makes me consider if TSO regularly does this type of thing to his employees.
How many people could’ve chosen to leave, or put two and two together, but didn’t because of that horrific power; And how its reputation alone is enough to make people doubt reality, make them wonder if they’d already been inflicted with madness and simply didn’t realize it yet? Who could’ve been indoctrinated and tricked into thinking they’re naturally like this, and that their madness isn’t the result of TSO? If you’re constantly second-guessing and doubting, how can you muster any conviction to fight back... How much poison has TSO breathed into people’s minds??? No wonder Zaktan was terrified by the Shadowed One forcing him to keep living.

Everyone told Ghir he was special—chosen. They were right, he supposed. He just didn’t know why. When he became a Toa, he wondered why Mata Nui had passed over so many other brave Matoran in his village. When he discovered and defeated a Dark Hunter plot, he felt sure it was only by luck. And when he was invited by Makuta Kravahk to serve as one of his Toa Hagah, he wondered why he wanted such an inexperienced Toa on the team. He was so busy worrying, in fact, that he didn’t realize the rest of the Toa were just as untested.
One of his first assignments saw him dispatched to Penat Nui, alone. Rumor had it that rebellion was brewing, and the Fe-Matoran refugees were looking to create a new Toa—one who could destroy Kravahk, if given the chance. Ghir didn’t like the idea of fighting Matoran, but this was his chance—perhaps the only chance—to prove himself worthy of the Makuta’s favor.
Rhotuka spinners were powerful projectiles that possessed differing abilities based on the beings that created them. When fired, the trajectory of the spinner could be controlled directly through the thoughts of the one who created it. Interestingly enough, nearly every being within the Matoran Universe had the capacity to create spinners of their own. Because of this, many beings, such as the Visorak, have developed natural launchers to utilize the Rhotuka. Artificial launchers were also invented at some point in history and have seen frequent use ever since they were first introduced.
