Is it normal for your period pad to rub between your legs? And is it normal even without a period pad? I’ve been experiencing this for a while and it’s quite painful :(

I'm not entirely sure I understand - are you talking about your thighs rubbing together, sometimes with a pad in there, but also sometimes not?
Most people have some degree of thigh rubbing, and it can definitely be irritating. You can help prevent and heal mild chafing by trying the following things
cleaning the area with mild soap and patting it fully dry, especially after exercise or anything that causes sweating
do not shave/wax the area
Try to avoid clothing/fabrics that are coarse, tight, ill-fitting, or have a hard seam
For underwear, you may actually like boxer briefs or boyshorts, as they will prevent your thighs from touching each other.
If your pads are contributing to the problem, maybe try a different style (like if you currently use wings, switch to one without).
If NOT actively irritated: before exercise like running or walking, you can apply an anti-chafing product (they look like a deodorant stick and are commonly used by runners) or even cornstarch.
If YES actively irritated: apply a thin layer of vaseline/petroleum jelly
If the irritation is very painful, swollen, bleeding, or crusting/oozing, then you need to see a healthcare provider so they can help.
