Now THIS is something worthy of regulation. Make it illegal to only allow access to public stuff like parking & mass transit through an app. Require alternate means be provided.

Companies are private entities that can't (shouldn't?) be regulated like that, under the assumption that market forces (greed) will guide them. If Kroger stopped accepting real money and forced everyone to spend Krogerbucks in their app, then 80% of their customers would fuck off.
