It's interesting to compare this exchange between Jinbe and Luffy to that with Luffy and Nami at Arlong Park. They even have a bit of similar framing to them

And like in Arlong Park when Luffy was pretty content to leave Nami alone until the point she started stabbing herself, Jinbe's is going to do let Luffy do what he wants/needs to in order to calm down (in this case try and fight him) but draws the line at letting Luffy hurt himself.
