the only way to get them back if they're banned is if they contact tumblr and then respond to the email they'll be sent. doing this might make it worse

you can tell if they deactivated if you find an old post you reblogged. If their user has "-deactivated(numbers)" at the end, then they deactivated their account and didn't get banned
