So if the spork in Toy Story 4 was a non toy object turned to living toy, then will a toy object turn into a inanimate object if not played with or loved?

Like if someone collected toys but never played with them, left them on a shelf, never took them out the box. Is that toy just an object and won’t come to life? I mean toy story 2 dealt with the whole collection thing so I don’t know.

Like with Bo Peep, word is she didn’t start out as a toy either and maybe that’s her connection in this story.
