My friend is insisting that cast fireball is an illegal spell but i know for a fact that it has been legalised
In certain situations, using fireball can get you into trouble. Attacking someone out of nowhere is the one that will get you the most time, but that is hardly special to the spell specifically. Using fireball in self-defense or more likely in your case starting a fire, is just fine. It all depends on the situation and context.
It was used as a counter argument
If it was self-defense you should be fine as long as the reason was justifiable
