There’s two reasons for why the Stark ethos of ‘The man who passes the sentence should swing the sword’ is upheld as custom and tradition, passed down through generations of Starks from the times of the old Kings in the North.
One is, of course, the reasoning that Ned Stark gives Bran. If one is going to execute a man, one should look into their eyes and understand the weight of that decision. Killing a man or taking a life should not be an easy decision. We see this in practice with Jon Snow twice – once with Ygritte and once with the old man at Queenscrown, where he refuses to kill someone because it’s not right, even if the stakes are high.
More importantly, it is also political in how it firmly places the enforcement of justice in the hands of the Starks. By ensuring justice is meted out by the Starks and only the Starks, House Stark hammers into place their role as benevolent rulers maintaining law and order, peace and stability on their lands. The saying that ‘There must always be a Stark in Winterfell’ is partly connected to the Starks being the personal arbiters of justice. They don’t use executioners or headsmen – they do it themselves. Ned Stark personally went after Jorah Mormont to execute him for selling poachers into slavery. Alys Karstark went all the way to the Wall for help because a son of Ned Stark was there. As the Liddle says:
“When there was a Stark in Winterfell, a maiden girl could walk the kingsroad in her name-day gown and still go unmolested, and travelers could find fire, bread, and salt at many an inn and holdfast.” – Bran, ASoS
Passing the sentence and swinging the sword is therefore not only about taking responsibility for a life, it’s also political in nature and about making the Starks one with the North and synonymous with justice. There is little difference between Stark justice and Northern justice. These themes are important, there’s a story being told here.
The dispensation of justice is also an important aspect of politics and administration in the North. Traditions and customs like Guest Right been set in stone for thousands of years. There’s a reason that the Freys in the North are treated uniformly with disgust and subjected to sneers and jokes.
We see aspects of this in Bran’s ACoK arc with the Harvest Festival where there is a gathering of lords at Winterfell to settle disputes and make alliances. For ex. in Robb’s absence, Ser Rodrik advises Hothor to form an alliance with the Manderlys to get the ships and shipwrights to fend off Wildling attacks. World of Ice and Fire mentions how the Starks arbitrated disputes for the Mountain Clans.
The clans of the Northern mountains are especially famed for their adherence to the laws of hospitality … These clans … owe their allegiance to the Starks, but their disputes have oft created difficulties for the Lords of Winterfell and the Kings of Winter before them, forcing them to send men into the mountains to quell the bloodshed (commemorated in such songs as “Black Pines” and “Wolves in the Hills”), or to summon the chiefs to Winterfell to argue their cases. – The World of Ice and Fire
We read of some of these customs and traditions when Jon Snow advises Stannis Baratheon on how to approach the Mountain Clans and how his own father, Ned Stark dealt with them.
And finally the Stark most associated with justice in the books is Arya Stark. Arya is justice personified. Her kills are not wanton revenge. It’s punishment for their crimes. She is justice in an unjust world. The only kills that are outside the purview of true justice are the stable boy as she was escaping KL and the thin man/insurance agent’s death ordered by the FM and there we see her spend an entire chapter trying to justify the kill.
Whichever Stark will be taking over as the next Lord/Lady of Winterfell, Warden/Wardeness of the North or King/Queen in the North will have to swing the sword, simply because it is not just about understanding the weight of the life taken, but also politically important and necessary to keep and coalesce power in the hands of the Starks by projecting an image of how the Starks and only the Starks can maintain law and order and are therefore necessary for the good of the North.

Lady Sansa,
Allow me to preface by expressing my deepest condolences for the loss of your father and extend my deepest sympathies to you and your mother, and to your brothers and sisters. I have had the pleasure of meeting him at court, and he always made me laugh.
I will not burden you with asking you to recount your grief to me, but know that you may, should you again find yourself troubled by loneliness. It is my most sincere belief that castles harbor such feelings, and that they may only be remedied by escaping them.
My father used to tell stories of Lord Eddard climbing trees and chasing through the woods, so it stands to reason that perhaps a free-spirited nature rests within you too, whether it is escaping into your secret place, or into worlds bound into pages.
I admit, I do enjoy escaping these great stone walls and into stories with great heroes that triumphed over adversary. The glamour of court life is not so, I am afraid, although I have heard my mother referred to, at times, as a great dragon.
I believe that there is much to be said about someone’s reading choices, though I could not say for certain what is in your soul. Perhaps you could write to me again, if you so desire. Souls are fickle, and take time to fully understand.
I admit that loneliness has been a constant friend as of late and in these uncertain days, and we could all use a friend.
I hope this finds you in better times.

I must confess your letter has left me puzzled. It feels as if a lifetime has passed since I childishly addressed my thoughts to you, although the real confusion is caused by the fact that I specifically recall not sending it. After some prying my friend Jeyne Poole admits to sending my letter. I don’t know why I feel the need to assure you that I never meant to send the letter, addressing it to you as if you were the voice of my diary seems even more childish than sending unrequested letters to royalty. I find it does not really matter either way. All these concerns seem arbitrary in the light of recent events.
I thank you for your condolences. While they are words I have heard too many times I appreciate the sentiment. Everything feels just a bit out of place as if we’re all shifting in an attempt to fill the hole my father left, without losing our footing and falling into it. It seems an impossible balancing act.
I shall not burden you with the way grief is influencing our home, although I do appreciate your offer to listen. I don’t suppose it would make things better, so I attempt not to dwell on it too much.
To bring the topic back to your letter, it brings me a sense of joy that even you seek to escape sometimes. Stone walls have that effect on people I believe. My brother Bran has a friend, a strange kid, but always kind, and he said something once that seemed strange to me then, but perhaps there is some truth to it. “Our souls can’t tell the difference between the walls that keep us safe and the walls that keep us in,” he said. Perhaps that is why we seek to escape through tales of grander things?
I appreciate the flattery of comparing me to my father, though I can’t confidently say that I share his free spirit, I just dream of grander things.

Ric took a deep breath as he looked over the email on his phone one more time. The Watcher Council was in it’s rebirth, he’d only recently been recruited. He’d been told he’d just be doing research and it wouldn’t interfere with his life. And then mere weeks later he was shipped off to be the personal handler of the current slayer.
He’d got a job at a local highschool as the history professor, found an apartment and was in the process of moving in when he’d been sent the appointment to meet up with the Slayer.
Thankfully, she was a college student, he wasn’t sure he’d be able to send a minor into danger fighting demons and monsters. But this woman, Sansa, was an adult, technically, if nothing else.
Taking a breath he walked into the campus coffee shop a few minutes before the arranged meeting time. The place was empty, except for the baristas behind the counter, so Ric bought himself a coffee and pastry, and settled down to wait for his charge to arrive. Hopefully this went well.
Sansa didn’t want a new Watcher. She had been happy with her guidance councilor Ms. Tyrell, and wasn’t too excited to exchange her for some stuffy old man. She did however want to go to college, so this was how it would be.
She had been the Slayer for long enough that she knew what she was doing by now. It hadn’t been a smooth run, in fact she’d hated it most of the time to start with, but then what could you expect from a teenager dealing with the death of her father while also learning to fight vampires? That was past though, she knew what she was doing now. She had tried to insist she didn’t need a Watcher, but she knew that was foolish, so here she was just walking into the coffee shop where she was supposed to meet the new guy. She looked around, quickly assessing that the only guy present was the young guy sitting alone, and proceeded to get herself a coffee. While waiting for it she checked the time, the watcher would likely be here soon.

Dear Francis,
I cannot begin to describe what possesses me to write to you. Perhaps a childish hope, or a longing for a simpler time when childish hope was a natural part of my life, or perhaps I have just run out of places to turn, and I need somewhere to direct my words.
No matter the reason I hope my words find you in good health. I don’t suppose you know who I am. Perhaps the name Stark bears some familiarity to you, but I cannot imagine you would know the names of Lord Eddard’s children. I am his oldest daughter, Sansa. I have four siblings. No, that’s inaccurate, I have five siblings. Jon is as much my brother as Arya is my sister, even if he doesn’t share our name. As you might have figured, if you didn’t already know, Jon is my father’s bastard. The result of the one time my father didn’t let honor guide his actions.
As for who I am, for my name does not say too much about me, I would like to think I am someone you would like if we were to meet, but then how am I to know, or even guess, what you would think of me? Or what I would think of you for that matter. I love stories and poetry. When the sun is shining and we have finished our lessons my best friend Jeyne and I will often sneak of to this quiet place by the water and read under the sun. It occurs to me as I write that this doesn’t reveal some great insight into my soul either, but then what are people if not a collection of habits, thoughts and connections to other people?
I suppose I am writing out of loneliness, and I do not expect I should ever hear from you. Nonetheless the idea of an interaction has eased the feeling for a brief hour, and for that I thank you.
