just some quick math to show how absurd it is to claim that there was no effort to reduce the number of jews on this panel. for this to have happened accidentally all candidates would have to have been chosen randomly out of the pool of possible lawyers. according to statistics on the internet the amount of Jews in the legal field in New York is around 30-50% with much more sources citing around 45/50% but i am going to be generous and assume 40%.

Now the probability of randomly choosing 18 candidates out of such a pool without ever choosing a Jew is pretty easy to calculate:

0.6^18 = 0.0001 = 0.01%

where we take the probability to not choose a Jew (60%) to the power of the amount of people chosen (18) and the results are:
