I have a theory…

I think Vecna was trying to swap places with Will to escape the upsidedown. When Will left Hawkins Vecna had to find a new plan. With El also gone he’s opening up small gates that can’t be sealed ups. Vecna would need a huge gate to pass through because he is part of the hive mind, so by opening a bunch of smaller gates he is weakening the space-time fabric to a breaking point
