You skipped a step in between 2 and 3:

Drive a motorcade across the surface of the drained pool, because you couldn't be asked to get out of the car to "inspect" the work

Couple addendums/corrections worth adding

2) It wasn't just paint but rather a non-porous liner. This means it, by design, doesn't adhere like paint would and instead is more like a very fancy Flex-Seal layer (there's a long Bluesky thread on the specifics). This also means that it needs special treatment during application...spoiler warning they did not do the proper treatment

3) Filling from the Potomac is actually how the pool has worked since the renovations in 2012, there's a host of reasons but short version is that its a LOT of water there and being shallow it evaporates heavily so constantly filling it from treated water was very wasteful...and also not great for wildlife. The water source isn't the problem here.

4) This happened even before, again its a shallow pool and no matter the source water biological matter is getting in and in these circumstances it WILL multiply.

None of that changes how stupid this is but just some context to add.
