Controversial opinion but I think Picard would actually like Garak. Trust him? Of course not. But I think he'd recognize the courage it takes to stand apart in a conformist society and greatly admire that. And inversely, I think Garak would quietly respect Picard because, despite being Mr. Starfleet personified, he's a mere human who couldn't be broken through Cardassian military torture techniques.

Best friends? No. Mutual nods of respect while passing in hallways? Yes.
