I understand this so much better now
This is a good explanation of some market dynamics in play. (I'm not an expert and can't tell what's been left out) But one political dynamic we can easily infer from this is: people who own a 200k home outright and who can afford increased property taxes (or live in California where property taxes cannot go up as fast as home prices) have a major financial incentive to oppose rezoning. Their houses appreciate to 400k vs 300k. They all make an extra 100k just by opposing development. This is at the expense of their neighbors who get forced out, everyone who rents in the region, and everyone who might like to move there in the future. Obviously an extra 100k in net worth is a big deal to most people, and so is the psychological bias towards wanting things to stay the same. I'll also mention that people who are wealthy and already own their own homes are disproportionately likely to be able to attend local planning meetings and to have the resources to successfully oppose development. Through this lens you can think of existing homeowners in California as having formed a very large ad hoc cartel against people who move there, and renters. We should denounce this cartel just as much as we denounce any other. Probably even more since they keep rents high.
