drive-by lawsuits are a thing. they are the referent of the sentence. the purpose of drive-by lawsuits is to extort small businesses. that is what occurs as a result of them. no person is made safer and no place is made more accessible due to drive-by lawsuits. only extortion happens as a result of them. if the problem is so frequently unknown to small businesses until it is pointed out to them, guess what, that is a problem with the safety and accessibility regulations. when the regulations are enforced by drive-by lawsuit, that nearly always results in no changes made to the structure but having to pay anyway, that is a problem with the regulation. the safety and accessibility regulations are bullying small businesses because that is literally how they work. that is the result of their implementation. they have traits and properties in the real world that can be observed, and we observe them, and they result in bullying small businesses.

just because something is referred to by a positive name does not mean it cannot have negative traits. the fact that the type of thing this is is named "safety and accessibility regulations" does not mean it cannot have negative traits.
