Hi, anon. Thank you for the ask :D Oh boy, do I have some recs for you.
1. Anything by Maleficara. I cannot stress enough just how incredible her works are. Her longfic, Exposure, is the best fanfiction ever. It's practically the holy grail of Fem!Ciel and Sebacielle.
Everything about it, from the historical references, literary references/allusions, themes and ideas she weaves in are nothing short of exemplary. Prodigious, even. Her prose and characterization of Sebastian and Cielle is to die for.
And she translates Ciel into a genderbend so flawlessly, it's insane. She nails every aspect down cold -- the period typical sexism Cielle has to experience, her engagement with Edward and relationship with the Midfords, and how her relationship with Sebastian changes and how others may perceive it.
Her fem!Ciel universe/interpretation is so thoroughly developed, and with every bit of lore or headcanon she reveals, it only gets better and better. The smut, of course, is so deliciously depraved and descriptive and so, so hot.
Her prose is to die for. It has that Victorian, archaic, restrained touch to it, but in a way that isn't overdone at all. The figurative language, inner monologues, descriptions, and dialogue -- all of it is superb.
If you want fem!ciel fics, she is the one you go to. Peruse all of her works, you won't regret it. We call her the fem!ciel ambassador for a reason :D
2. OndineEsterhazy. Their works are so underrated. They focus more on Fem!Sebaciel, but their works are amazing all the same. Locusta is a favorite of mine. Their prose also has that Victorian touch to it, and it genuinely feels like I'm reading a novel at times. It's so fun to reread their works and dissect them from different angles, hehe.
3. Kuroshitsuji: Book of Cipher by ThatMysteryWriter. This is the best Fem!Ciel longfic, after Exposure. It's packed with plenty of things -- mystery, codes and ciphers, literary references. And that's not to mention just how delicious the slow burn, sexual tension, and romance between Seb and Cielle are. Definitely a treat to read.

3. Fantaisie by LadyIshtar. A Fem!Ciel/Sebacielle mermaid au.
4. The Mausoleum of All Hope and Desire by DepartmentofMoths. A Sebacielle fic inspired by The Time Traveler's Wife.
5. snack time by whorecoded. Short and sweet :D
6. make every word taste sweet by loudernow. Fem!Sebaciel smut.
7. Mermaid8666's works in the Kuro fandom are mainly Fem!Ciel, I believe. I've personally never read their works, but they have a lot, so take a gander if you'd like :)
8. Bound Forever by CursedMarry_97.
9. The Poetess by GrieverBitMyFinger. God, I loved this one. It takes place in ancient Greece, it's fem!Sebaciel, and the relationshi between the two is just so sweet and romantic. It has smut too.
10. Eyes of the Beholder by Light_Moon. Cielle paints her maid Bastienne <3
11. Twisted by Val Creative. Fem!Sebaciel medical kink.
12. Abka-Aten's Fem!Ciel works, especially Etoile.
13. The Truth of The Soul series by LadyCrimsonAndBlack.
14. Lascivious by Saddith. Fem!Cielois smut.
15. Unwanted by orphan_account
16. Wishes by Redeandlilly. A criminally underrated work. Her other fic, Hell Hath No Fury also has hints of Cielizzy yuri :3
