The thing about the Dressrosa disguises is not that some characters are completely fooled by them while other characters see right through them. The thing is, Doflamingo is one of the characters who got fooled. One of the smartest characters in One Piece, and he only realized that the "Lucy" fighting in the final round of the tournament was not Luffy after getting multiple reports of some maniac who is very definitely Straw Hat Luffy wreaking havoc in the palace.
