I mean...the MORE I look at this, the weirder it is. It's not...facing the ocean. The ocean is not what they want to look at. As if they are a sea cryptid ready to just kind of Take In The Land.
(I suppose it could also be because of them wanting to stay downwind of the fire smoke, but...still? ???? Definitely leaning toward this is a naiad checking out what The Land Folk are up to.)

You’re precisely right! Man, this is a tricky one. Ivysaur’s reputation as a common first partner pokémon is doing a lot of heavy lifting here, making this pokémon one that many owner might be able to care for without too much risk. It’s not the best option, but it’s not the worst one either. This brings me no joy, just to be clear: I adore this pokémon!
At three feet tall and weighing almost thirty pounds, ivysaurs are right in the OK range as far as size goes. Given their biology, size and indoor spaces need not clash too much: ivysaurs usually are going to want to spend most of their time outdoors. As a middle evolution between bulbasaur and venusaur, ivysaurs’ biology is geared around gathering energy for growth by gathering energy from the sun and their body into the bulb on their backs (Yellow, Gold, Crystal, Emerald, FireRed, HeartGold, X, Let’s Go Pikachu/Eevee, Shield, Scarlet, Violet, Legends: Z-A). So long as you provide your Ivysaur with an outdoor space where they can get some sun, you should be alright.
As an added bonus, that bulb on their back smells great, so you’ll kinda have a living air freshener in your home! This comes with a bit of a drawback, though. As I mentioned before, this pokémon, as a middle stage evolution, is completely geared towards growth. When the smell of an ivysaur’s bulb gets stronger and sweeter, its an indication that it is ready to bloom and evolve into a venusaur (Yellow, Silver, Crystal,Diamond/Pearl/Platinum, SoulDilver, Black/White, Black2/White2, Y, Let’s Go Pikachu/Eevee, BrilliantDiamond/ShiningPearl, Violet). Given my reservations about a venusaur’s viability as a pet, this makes an ivysaur a bit of a ticking time-bomb.
And then there’s the danger: ivysaurs are formidable fighters, but it’s their status Moves that pose more of a danger. Moves like Sleep Powder and Leech Seed pose some concern, but then there’s Poison Powder, which sort of speaks for itself. Thankfully, there are some silver-linings here. For one, ivysaurs have the ability to heal themselves with Synthesis, which is obviously a nice plus. Then there’s their reputation as first partner pokémon, which indicates a particular bond with humans and a receptiveness to training, which somewhat mitigates the danger. They’re safer than a venusaur, anyways, given their size.
This brings us back to the whole ticking-time bomb thing. Because they are so large, venusaurs come in at a much less viable C-rank. While ivysaurs are a better option, the fact that their biology is geared entirely towards preparing for evolution, it seems to me that even with a B-rank you are liable to run into problems in the long run. If you let them evolve, you have suddenly has a six-and-a-half-foot behemoth to accommodate. If you don’t let them evolve, by using an everstone or something of the like, it could have negative mental or physical health effects on them as you prevent them from fulfilling their biological purpose! This has come up with other middle-stage pokémon on this blog before, and I’m going to have to give the same advice I did with those yet again.
While one may be able to care for an ivysaur successfully, their inevitable evolution into a venusaur lowers their viability by quite a bit. You would be much better off adopting a bulbasaur instead, as their smaller size makes them a much more sensible option and they may be less susceptible to negative side-effects when they are prevented from evolving.

we're looking to create an AI policy, and when we were talking about this, my boss (older millennial) was genuinely shocked to hear that younger people do not (seem) to view AI positively (a la the recent commencement speakers being booed)

It turned out that he’d given evil creatures the ability to sense each other, but forgotten to set a maximum range on it, so werewolves were aware Hell was underground and trying to flee by climbing
