But I think the main reason why Johanna can't be the mockingjay is because, unlike Katniss, she lost all hope. Katniss still has her family to fight for, she has Peeta, and Gale. After the capitol killed Johanna's family, she has nothing left. She had no "Prim" to protect, or a "Finnick" to keep her sane. Katniss was perfect for the mockingjay because she still believe in a world where her sister can be safe. How can Johanna believe in that place when pine tree is the only thing she can have ,instead of a family, that reminds her of home . She couldn't care less if the whole panem burn to the ground, all she want is for Snow to die a satisfying death. All she want is revenge.
