If you're paying a submission fee, you are being scammed. Hundred percent of the time. It's the same as paying your employer for permission to clock in. Literary journals that do this crap are a millstone around the neck of our profession.

Two: Twenty bucks??? Jiminy tapdancing christ, that's a lot of money. Charging like two or three bucks as a submission fee is already a dick move, but twenty? As many as two tens???? I'm a prison abolitionist but whoever was running that poetry journal should be sent to Double-Nought Top Secret Outer Space Gulag ten thousand years.

Update: In addition to not paying submission fees, you should also definitely definitely not pay $21 a month for access to a "supportive community of writers" on a Discord server. Do not do that. You are buying a bill of goods.
