Gosh, to answer your question, I’ve wondered how TFP Megatron and Starscream met too.I like to think that Starscream was an aspiring scientist before the war and he heard about Megatron’s plan to change Cybertron. Of course he had heard about Megatron before since Megs was a famous gladiator. Through some event or just by chance, Starscream met Megatron and became a follower of his. Starscream was probably starstruck meeting Megs for the first time, he was more amazing in-person than what he had seen through the media. Starscream tried to maintain a formal composure with Megs but Megatron could tell that he was nervous. Nonetheless, Megatron saw potential in Starscream and decided to let him stick around. Before the war started, the two probably had some time to get to know each other and Starscream was close to remain by Megatron’s side. 

This period is where I believe Megatron and Starscream genuinely fell in love with each other. There was no resentment or usurping here. They actually cared for one another but then when they got into the Autobot/Decepticon war did feelings change among them. Part of the reason why, I believe, is because Megatron was still angry at Orion/Optimus and therefore lashed out on Starscream sometimes as a result.
