no one touches her girls, she raised these kids and she wont let them be torn up by some sleazy guys drunk enough to thin paint but also she is the one making them work in her bar and doing jobs for her and utilizing how she fed and housed them if they ever talk back to her.

At this point I think it's either sheer stubbornness for some, sheer desperation for others The people who COULD move don't because of some odd sense of pride of being a Gothamite from a family of Gothamites who stuck through the city for genrations and aren't going to let some fuck-arse clown or depressed snowman ruin it And the people who WANT to move probably can't because they don't have the money, have a family to support doing somewhat shady jobs. Speaking of jobs, maybe some of 'em can't get jobs outside of Gotham because of a criminal record (whereas Gotham employers probably have relatively lax requirements because of everything else going on there) And the fucked up thing is that, canonically, Gotham is like only the...3rd(?) worst city in the DC equivalent to the States
There's Bludhaven which is to Gotham like New Jersey is to New York (bad, apparently, as this European gal's picked up from context clues) And then there's Hub City. The paranoid detective vigilante The Question famously moved OUT of Hub City and TO Gotham because Gotham is easier to deal with mentally and emotionally.

There's a haunting feeling to the fact that at Aki's lowest points in the series she ditches the physical mask and cloak that gave a barier between what she thinks are her worst traits but almost fully…for want of better word 'incarnates' as the persona of The Black Rose Witch, and these moments tend to come out while she's dealing with someone who can only see her at her worst, as a monster…so if she's seen as a monster, she might as well act like one
But then Yusei spends his duel fighting this facade for most of their duel, allowing himself to take more pain than he needs too (and in fact not going for a win earlier because his victory was secondary to saving essentially a stranger at that point's soul)
And to skip ahead to the end of the series, to defeat the failed embodiment of hope turned to nihilist Z-One who is essentially the Anti-Yusei, the card that allows Stardust Dragon to change Fate, 'Converging Wishes' has a draconic angel…that looks a lot like Aki.
From a witch who sought only to cause pain because she had only received it to a symbol of taking the strength, along with Yusei and her friends, to claim a chance to change the future for the better.
