Only like 4 exist and they were made as a reward for some people at Wizards who accomplished a special task. I can’t find a post on it now, but @gavinverhey was one of those people and I originally saw this on his blog.

I just want to voice that having two promos in the prerelease kit, one playable and one not, adds a lot of extra confusion. MOM at least had the commander symbol to say which wasn't legal, but LotR's was a normal card from the set itself. Not only that it had the word "prerelease" on it and it's very strange that the card labeled "prerelease" is the only card in the kit that you can't actually play in the prerelease.
I've heard this note from a number of players, and I'll pass along the comment to the relevant parties.

If/When previous heroes of the realm card getting official printings? A lot of the card designs are fantastic and it's a shame not many players have even seen or heard of them.
If. The cards aren’t usually designed to play well (and some don’t work well within the rules).

Is the upcoming Brother's War set the right place to FINALLY reprint Phyrexian Gremlins? Antiquities showed off the results of the War so I expect some callbacks to stuff seen or alluded to there, but Phyrexian Gremlins hasn't seen the light of day since it original printing.
Black no longer (and one could argue never should have) does that in its slice of the color pie.
Yeah, Phyrexian Gremlins is the only Black card that taps a targeted artifact. But here, have a proxy.

What is a Gremlin (flavorfully)?
Gremlins are one of the youngest widely-accepted mythical creatures, having their origins in the 1920’s. Whenever something went wrong, British pilots would jokingly blame it on “Fremlin’s,” a popular brand of beer at the time. Somehow, this got molded into Gremlin, and a magical being that messes with airplanes joined the lexicon.
In Magic, Gremlins are small, mischievous creatures that mess with machinery and come in two types. Red aligned gremlins come from Kaladesh and eat Aether, causing them to regularly break open machinery to get to it. Black aligned gremlins are Phyrexian and just mess with artifacts as Phyrexians are wont to do. There’s also one red gremlin on Ikoria, but there’s not really any machinery on Ikoria, so I’m not sure what it’s doing and I don’t think it does either.
What is a Gremlin (mechanically)?
The two Phyrexian Gremlins are Black, the other eight are Red, they’re generally small creatures, and they frequently interact with artifacts. There’s also two red spells that make 2/2 Red Gremlin creature tokens by destroying artifacts, and a Phyrexian card named “Gremlin Mine” that also destroys artifacts. Gremlins are here to eat your artifacts. Your delicious, delicious artifacts.
Except the one Ikorian Gremlin, Blisterspit Gremlin, which has no business being a Gremlin if it’s not going to at least try and eat a wagon wheel.
Can I make a Gremlin deck?
There’s just not enough Gremlins and there’s no Gremlin rewards. There are two Energy Gremlins, two Gremlins that reward you for playing Artifacts, two (plus the two token generators) that remove enemy artifacts, and then four other creatures. There’s nothing doing here at all. Your best bet if you want to use gremlins is to make a mono-red artifact deck with Ravenous Intruder and Salivating Gremlins, but honestly, you can do better.
Ten Gremlins and Two Token generators isn’t enough to even think about Commander.
Is Gremlin a good creature type?
Solid mechanical identity? Check. Its own type of creature? Sure. Solid support and a clear place within the game? Not so much. I’ll forgive Gremlin a bit as it didn’t really hit the scene until Kaladesh, but it needs a lot of growth if it’s going to mean anything in the future.
And Blisterspit Gremlin, as the only Gremlin on Ikoria, should’ve really had SOMETHING to do with artifacts. It just feels really out of place. I get they’re trying to make Gremlins into a small generic red critter, but we’ve got so many other creature types for that. If you’re gonna do Gremlins, do right by Gremlins.
