I love the idea of Jim having beef with Dick but he's got zero reason, other than he dates his daughter. Jim who grumbles every time Dick's name is mention, Jim who scowls when Dick comes over for dinner or to pick Babs up and nevermind if Dick helps Mrs Gordon with dishes or gets James Jr actually talking instead of just hiding in his room, Jim just doesn't vibe with that kid. He knows deep down that Dick is a perfectly good kid, he gets good grades, he's kind and helpful and he treats Babs like a queen but Jim still has beef.
However, that doesn't mean he will tolerate anybody else beefing with Dick. Jim has to go to Bludhaven to solve some crime and he sees Dick, his usual sunny self in a beat cop's uniform when he greets the Commissioner, but Jim watches as other cops gaze and torment Dick in the breakroom and on patrol and Dick just takes it with good naturedness but Jim sees that gentle smile slip a little. And that simply won't do.
The thing is, the Bludhaven cops fear Jim Gordon. The man has taken down some big names. He's the only guy that their Commissioner is scared of. He's made their ADA shut the bed. The man keeps the fucking Batman on a leash. He has outdrank Harvey Bullock. Nightwing speaks highly of him. Dick suddenly wonders why all the cops in Bludhaven suddenly go out of their way to be accommodating to him, he don't spit in his coffee, they don't put trash in his patrol car, they let him pet the officers from the K-9 unit. He tells Babs about the sudden change and he asks what he can get Jim as a thank you. Babs, who has seen her dad's shackles raise every time Dick is hear it mentioned, asks him how he can he sure her dad did anything. Dick tells her that "the Commish has never let me down yet, he's like a guardian angel in a trenchcoat" and asks whether Jim drinks Irish or Scotch whiskey.
