I don't think much of the english side of the fandom knows yet, but corbeau speaks with kansai-ben, a.k.a the regional dialect for the real-life mirror of the johto region. His accent is pretty obvious at first glance, which might explain that he and his family originally came from johto, before things in his life took a turn.
