In April of 2015, a (white) police officer in South Carolina pulled Scott over because his vehicle had a broken brake light. Scott--who thought there might be a warrant out for him for unpaid child support--jumped from his vehicle and fled on foot. He was unarmed. The officer gave chase.
According to the officer’s report, he ordered Scott to stop, but Scott refused to comply so he drew his Taser and fired it. Scott reportedly struggled with him and wrestled away the Taser, so the officer drew his gun and fired eight shots at Scott, striking him five times and killing him. He said Scott was in close proximity, and that he fired because he “was in total fear” for his life.
Unfortunately for the officer, an eyewitness recorded the incident, and the cellphone video proved his story to be complete and utter bullshit.
The witness testified that the officer had jumped on the fleeing Scott, not the other way around, and that the officer was “always on top during the struggle” and Scott was just trying to get away. His video showed that Scott was 17-18 feet away from the officer and running away from him when he started shooting. It also showed the officer repeatedly shooting the unarmed man in the back.
Most significantly, the video showed the officer’s Taser on the ground behind him when he shot and killed the fleeing Scott. The video also showed the officer then jogging back to his Taser, picking it up off the ground, going over to Scott’s body, and dropping it there, in what looks suspiciously like an attempt to manufacture evidence to support the story he was about to concoct.
After the video came out, the officer was fired, arrested, and charged with murder. At trial, he emphasized that Scott had disobeyed his commands to stop. Despite the contrary video evidence, he also maintained his belief that Scott had taken his Taser, pointed it at him, and was continuing to “come towards” him when he shot him. He continued to insist that he had been in fear for his life. And he denied having any knowledge that his Taser was behind him, or any memory of relocating it to be next to Scott’s body, claiming that his mind was like “spaghetti.”
The predominantly white jurors were faced with a choice between the word of a white police officer of “good character” and clear, positive video showing him shooting an unarmed fleeing black man in the back. These fine, upstanding South Carolina citizens found themselves unable to reach a unanimous verdict, so the court had to declare a mistrial last December.
Today, rather than face retrial, the officer pleaded guilty to one count of violating Scott’s civil rights (specifically his right not be deprived of his life without due process). State and federal prosecutors are dismissing all other charges, including the murder charge. Not exactly a “happy” ending, but perhaps a small measure of justice.

Powers
Thermokinesis: Isaiah possessed the ability to generate intense thermal energy from his hands. In appearance, the power was very similar to pyrokinesis, but he could not generate actual flame. However, Isaiah's heat generation could quickly cause combustible materials to catch fire. Isaiah could not necessarily project volumes of heat though and always needed to make physical contact with an item in order to affect it. Isaiah could also charge objects with heat, then use them as weapons. Isaiah's power also enables him to send a heat pulse through objects, then recall the pulse, giving him a sense of about the object in question.
Psychic Link: Isaiah possesses a psychic link with all of the alien-human hybrids that were genetically bred by the H'San Natall. Through this link, he can perceive the emotional trauma of his peers and can determine, within limited range, where his fellow hybrids are located.
Equipment
Joto Projectiles: Isaiah wore special gauntlets equipped with a projectile chamber. This enabled him to super-charge pellets or disks with energy and fire them as miniature heat weapons. It was a convenient means for being able to effect long-range attacks against opponents.
History
Isaiah Crockett's mother was already expecting him when she married Judge Crockett, who was unaware that the unborn child was half-alien. At age sixteen, Isiah was qualified to enter college, but on his first day at Ivy University, he and two other students were abducted by the H'san Natall. Also abducted was the Atom, who was caught in the energy stream as well. On board the ship, they rescued the Earth girl who would later become Prysm, and from there they escaped. During these events, the students learned that they were all half H'san Natall. They stayed together and formed another incarnation of the Teen Titans.
Isaiah initially took up the name Slager, but his father suggested another codename: Joto, which was Swahili for "heat". Joto kept a journal of his time with the Titans and included his private opinions of each of his teammates, including the crush he had on Argent.
Originally headquartered at Loren Jupiter's Solar Tower, Isaiah and the others encountered their next threat, The Veil. The Veil wanted to eradicate all aliens from the planet Earth, but their leader Pylon took special interest in the Teen Titans. During this adventure, Joto began butting heads with teammate Risk. On the surface, he thought Risk was a jerk, but inwardly, he admired Risk's self-assuredness and extroverted personality.
Joto's practical nature and ability to keep a level head earned him the respect of the team's leader, the Atom, and proved vital in the team's ensuing battles against Dark Nemesis and later, the sorceress Motalla.
The most critical moment in Joto's life came when the Teen Titans had to team up with the original Titans in order to rescue Loren Jupiter and Omen from Jupiter's insane son, Haze. During the battle Joto was badly burned when he was caught in the explosion of one of Arsenal's incendiary arrows. Before he "died", he touched Prysm on the cheek, sending out a heat pulse with his life essence into her.
Later, the H'san Natall had repaired his body, although he was a mindless killing machine in this state. When Prysm came within close proximity of him, his life essence transferred back in, and his mind was back. After that point, the Titans and Superman were able to talk the H'san Natall out of further aggression. The team disbanded and went their own ways. Joto would later aid the Titans again during the Technis Imperative conflict, which also involved the Justice League and all past Titan members.
After that, he returned to Ivy University, where he majored in physics and chemistry, but returned to battle Superboy-Prime. He also helped the Titans save Blüdhaven.
Isaiah changed his name to Hot Spot and was a a member of the Titans for a brief period during the following months. He left the team, saying that he thought it would be better if he returned to working alone.
Fun Facts
At sixteen, Isaiah was offered a full scholarship to Ivy University.
