It seems that skinchanging—as far as we know—is genetically passed down in the First Men; I’ve speculated that, since the first skinchangers were Children of the Forest, that these First Men are partly descended from COTF/FM marriages from after the Pact. Consequently, it’s theoretically possible for any person of First Men ancestry to have warg potential (though it seems more common beyond the Wall, maybe due to relative genetic isolation); TWOIAF gives us the women of House Crane (warg cranes), Benedict Blackmont (could turn into a giant vulture), in addition House Mormont (warg bears), and House Farwynd of the Lonely Light (could warg seals and whales); there’s a clear pattern that the noble skinchanging families south of the wall take their “warg animal” for their sigil. Hence House Bracken may warg horses (their marriages to House Blackwood are the reason why warging continued to survive through the generations in both families, though like most wargs they have an aversion for each other), House Bolton may’ve warged humans (hence the practice of wearing human skins, but clearly not apparent in the current Boltons), House Woolfield wargs sheep, House Hornwood moose, House Reed lizard lions (though not apparent with Jojen or Meera, but it seems plausible they’d have heard stories) and probably other crannogmen houses such as Marsh as well, presumably the Skaagosi have some wargs in their population; then other more First Men isolated groups such as the Vale mountain clans (some have animal names like the Stone Crows, Milk Snakes, and Painted Dogs), the people of Crackclaw Point (maybe the Brunes have been known to warg bears hence the Bear paw sigil?) and in all likelihood some older ironborn (not those mainly descended from non-First Men thralls and Saltwives, meaning not House Codd, but Houses Volmark and possibly Greyjoy in addition to the Farwynds)
