I'm aware that for some the issue of Varian quickly forgiving Hugo for his betrayal is... inconsistent (I include myself)
But and if it does make sense?
And if what really hurt Varian wasn't the betrayal itself?
I mean, Varian clearly isn't stupid, and he knew from the start what kind of person Hugo was and what he did for a living. (Literally, the first thing he did when he met him was rob him.)
It's crystal clear that the Varian of the early months knew perfectly well that Hugo couldn't be trusted and would surely betray him sooner or later when he had the chance. We all know that at first they couldn't stand each other and only agreed to travel together out of mutual convenience.
But what change?
Well... Hugo started doing it.
Hugo eventually goes from being a nuisance to something more... genuine. And this makes Varian realize something.
Hugo is no different than Eugene, Lance, or Kiera and Catalina.
He's not a bad person... he just had bad luck.
This thought makes him start to see him differently and want to know him better.
It makes him want to give it a second chance.
And this not only makes Varian start seeing him as his best friend but also falls deeply in love with this version of him.
He falls in love with the real Hugo.
Or so he thought until Donella sent everything to hell.
When Donella revealed everything (and Hugo apparently did nothing to deny it) Varian realized he had been used.
He understood that it was all a lie.
What hurt Varian wasn't the betrayal, but the realization that Hugo never changed.
That's why I think he forgave him quickly after the fight in the library, because going after him and doing everything to save him from Ulla showed her that he really had changed.
