Any situation in which the grades are "bad enough to punish" is a situation in which your child is already struggling, and needs, more than anything, your support and affection.

If you punish them you will teach them nothing but how to loathe

I’ve heard of so many kids whose grades went bad for a long time, and it turned out that they needed glasses, or they had dyslexia, or ADHD, or they had graves disease, or they were being abused, or they had epilepsy and teachers were misinterpreting it as misbehavior. Lots of health issues can look like inattentiveness and forgetfulness. Bad grades are a sign of needing help. Punishing a kid wouldn’t help with any of those things.
