Do you think Spy Wars has any political leanings/propaganda? e.g. Bondman is a stand-in for an Ostanian patriot infiltrating a corrupt Western country blah blah. Otherwise why would a police state like Ostania allow a show like this to portray a spy in a positive light?
(Started on a fic in Yuri’s POV, got me wondering how he would perceive Anya’s obsession with the show)
Hrmmm... I think you could go a few ways with it. I did also think it's a bit of an odd choice in TV show for Ostania to show kids, but I don't quite think Endo is as committed to the totalitarianism angle as I am.
As far as Yuri's perspective goes, I think you could write basically anything, but whatever he thinks or concludes has to be completely and utterly wrong. Complicated, thought over in great detail, and miles off the mark. I think these sorts of mental fumbles are in the series' DNA.

Regarding Spy Wars...
We've seen that Five Year Love Plan is depoliticized soap opera slop about trashy romance, despite the odd choice in name. And the only glimpse we've really had of an episode of Spy Wars is making fun of harem anime. So you could go that angle, making it prole entertainment, like in 1984. A lot of over the top action and romance. You could borrow from Endo and have Loid sitting there and Anya reading his mind as he thinks, "No. Wrong. Wouldn't do it like that. Completely ridiculous. That's not how you defuse a nuclear bomb."
On the other hand you could just go all in on the shrill propaganda angle, making every episode about Bondman thwarting the latest reactionary western plot. This is how I went with Beautiful Patriotic Magic Soldier Girls.
Your ask inspired me to read up on the plot of Wolf Warrior, which has some howlers:
"Westalis develops a virus to kill every Ostanian," now there's an episode! It would be fun coming up with a cursed low-budget Ostanian version of every classic anime.
One idea I've played with is an ad filmed by the SSS, with masked officers (implied to be Yuri and Chloe) encouraging kids to call the secret police if their parents go out at night or talk to suspicious people. Anya turns around, makes a long eye contact with Loid (poker face) and Yor (wide eyed and nervous) on the couch, mumbles, "This show's weird..." and everyone goes back to pretending nothing's up. I don't have anywhere to fit it, so take it and run with it if it inspires you.

Wait in the english Translation the soap opera name is not a play on a name?
While i know the German Translation especially in the anime plays with some memes ( like loids greeting when coming home is the same, the father in this dino puppet show says when coming home "Bin da, wer noch") the soap opera is "Verliebt in Berlint" - and "Verliebt in Berlin" is a real German soap opera.
