This is one of the pervasive surface-level takes that really emphasizes why Risk Aware Consensual Kink (RACK) is a much more effective framework than Safe Sane Consensual (SSC). Breath play and choking are not inherently safe, so they are by definition excluded from SSC, but that is not going to stop people from enjoying them! RACK acknowledges that and instead places the emphasis on identifying and mitigating the risks of a kink so that it can be enjoyed without injury.
