Once again, speaking as someone who shouldn't be and doesn't want to be on the road, the answer is public transportation. Cheap, widespread, reliable public transportation.
The reason folks (in the US at least) keep driving even when no one including themselves wants them driving is because the alternative is being unable to participate in society. In many, many places, being unable to drive means functionally being unable to leave your house. It means no job unless you can work from home. It means no visiting friends. It means no walks in the park or bowling nights or hobby clubs. It means not being able to buy your own groceries or mail out a package at the post office. Sometimes it means not getting help in life threatening situations because you don't have local connections anymore; nobody to check on you, nobody who lives nearby to call, nobody to notice the signs of a problem before it becomes critical.
People keep driving when they shouldn't because their lives are over the minute they stop, and it sucks for everyone! Nobody likes this! Nobody benefits! Except auto makers I guess but who gives a flying fuck about Ford or whatever. I don't.
Buses. Trains. For seniors specifically there should probably be some kind of municipally funded taxi type situation. Take my hand. Imagine, with me, this beautiful world with significantly fewer grandparents threatening to nudge you off the side of a cliff or t-bone you at a mildly obscured intersection. A better world is possible and it has trolleys.
