Ight so, I had to throw something down for this, I had too, I changed the scenario just a tad bit but hopefully this fufills some of the vibes for this awesome call for Duke Tropes!

" I've got eyes on Duke, he's heading up fifth towards the Narrows, I'm in pursuit."
" Copy. He scares easily and has a negative reaction to vigilantes, be careful Red Robin"
" Gotcha, I'll be gentle, dropping in now!"
Tim had been halfway to metrpolis when he got the ping on his communicator, a little red bat icon that signaled ALL HANDS ON DECK ASAP!
He'd been more then a little annoyed that he couldn't leave Gotham for 20 minutes without it falling apart but bats gotta do what a bats gotta do. So he'd shouted a quick apology to Kon, via the wind, and counted on super hearing to make him seem like less of a flake, before making a totally legal U-turn and speeding back.
When Tim hit Comms range he'd been filled in on the situation pretty quickly, as Batman forgot to turn off his mic and the All Comms channel got an earful of a very tiny voice yelling at him and nightwing to stay away
" Is that Duke?" Tim had asked, shocked to recognize the familiar lilts of his brothers voice so much younger, and squeakier.
" He got hit with something on his patrol earlier. We didn't even know it had happened till Alfred caught him sneaking out through the front door on cams all minified!" Dick said as the background of his transmission filled with rushing air. He was probably doing some stupid cool parkour that Tim totally wouldn't practice in secret later, totally.
" Typical Wayne family behavior if you ask me" Jason chimed in, an all bats alert really did mean all bats even the hooded ones who never came home for dinner. " Solo patrolling, hiding injuries, running away from Bruce, a right of passage really"
" No chatter on comms" Came Bruce's harsh growl.
Tim rolled his eyes as he grappled over the city, he was closing in on there location but the little yellow blip of Dukes tracker was moving in his direction. He could cut him off at the pass just before he hit the narrows.
Like a compass pointing due north Duke was heading home and Tim didn't want to know what would happen if he got there and saw it was gone.
God, if Duke really was as little as he sounded then his parents would still be alive he would be just a regular kid. A regular kid being chased by strangers in kevlar, yeah not fun.
" I can get to him faster. I'll engage from the front you guys flank me"
Three voices answered a quick "copy" and Tim took off.
Now he was here, perched on the edge of a building next to an alley about two blocks from Dukes old house. He'd managed to get ahead of his very little, oh my gosh so tiny! brother and watched as a loud noise from across the street sent him ducking into the alley.
Duke quickly found a place to hide, plastering himself against the side of dumpster and out of view of the street. His breathing was fast, little chest rising and falling rapidly as he tried to regain his energy. Duke really had given Jason, Dick, and Bruce a run for their money and Tim had no doubt the adrenaline was just about starting to wear off.
With a roll of his shoulders Tim did his best to silently shimmy down the side of the building and land gently on a fire escape near the dumpster. Unfortunately it gave a mighty groan under his weight, which jeez if Tim was too heavy for this thing there's no way it was up to code, and Duke looking up in a panic.
With his meta ability Duke had the uncanny ability to see extremely well in the dark, he'd explained how it worked to Tim once, something about his eyes naturally bending the light around darkened objects and how it was super helpful when he was on the night shift. It also meant that little Duke immediately caught sight of Tim and wedged himself as far between the dumpster and the wall next to him as he could.
" Go away!" Duke shouted, voice shaking as he did so. He sounded close to tears, this had been no doubt the most overwhelming night of his life he looked all of 8. " Go away, all of you! I didn't do anything wrong you can't chase me!"
Tim hurriedly stepped out of the half shadow crouch he'd assumed on the fire escape and into the meager light of the alley with his hands raised in surrender.
" Woah woah woah, it's ok, you're ok, I'm not trying to hurt you kiddo I'm just tryna get you home."
" I don't need your help getting home!" Duke cried " I know how to get there all on my own!"
Tim winced his chest pinching at the sound of his brother's voice breaking, ugh traumatizing this Tiny baby Duke was not good for his heart.
" I bet you do, you're a really smart kid Duke"
Duke tensed against the dumpster where he was hiding his face.
" How do you... know my name?"
Tim blinked, shit. " Uh- well somebody once said robin was magic so yeah let's call it robin magic"
Duke lifted his head cautiously, sniffling. His face had two clear streaks of tears down round baby fat cheeks and his bottom lip wobbled as he looked Tim up and down.
" Robin?" He asked confused.
Tim nodded his head, " yeah robin magic, for me cuz I'm robin, well I used to be robin I'm technically Red Robin now but-OOF"
Suddenly Tim was hit in the chest with 70 pounds of flailing arms and pointy elbows as Duke wrapped him in a fierce hug.
" Robin!" He cried out, staring up at Tim with the saddest little face in the world, it made Tim's heart melt.
" It's you! You're really him, you're robin! You've gotta help me Batman is chasing me, he musta thought I did something bad but I didn't I swear!"
Tim patted a tentative hand against Dukes back.
" It's ok, I know Batman can be intimidating but he'd never hurt you-"
" No! That's the old batman! The one from before. New Batmans bad! Last week he put a homeless guy who lived on my street in the hospital for stealing a car."
Tim winced, oh the timeline was all clicking into place, this baby Duke wasn't just younger he was from the past. The past where Bruce was still deep in mourning for his recently lost son and Batman was out of control on the streets.
Dukes reaction to batman chasing him made a helluva lot more sense in that context. God here Tim was again dealing with the consequences depressed and vengeful Bruce's actions. Looks like he was still taking out the trash at 17.
" He won't hurt you Duke, I know he's been scary lately but it's only because he's- well he's not thinking very straight"
Duke looked up at Tim still not totally convinced but Tim just ruffled his little brothers curls.
" I'm serious, the guys chasing you earlier, Nightwing, Batman, and Red Hood only want to help you out tater tot"
Duke wrinkled his nose at the nickname. " I don't need their help though I've got you. And you're the best Robin ever! Robin the third"
Tim couldn't help the smile that broke out on his face. He was sure he was other people's favorite robin, he'd read those super hero rank forums and met some very dedicated batfans before but this was different. This was his brother.
Tim remembered being 10, remembered when all that mattered to him was Seeing Dick Grayson, the first Robin, streak across the night sky like a shooting star. Dick had been his robin, his little peice of childhood magic come to life.
And looking up at him now, with little stars replacing tears in his eyes, Duke was showing him the same thing.
" yeah, of course you've got me Duke, you got me. I'm your Robin."
