Based on what we have seen in the S1 pilot episode, Emma was attracted to Regina Mills from the get-go.

Since then, the characters have hugged (at least once that was confirmed by both actresses… the time the saved Henry), but those scenes were always cut by A&E. The actresses said it felt very natural to do it.  The writers have withheld that for a reason.  They want to perpetuate this “unintentional” (totally intentional) connection that Regina and Emma have.  They are not GAL PALS.  We’ve seen Emma hug her gal pals.

Emma will not hug Regina Mills because SHE knows that if she does, she won’t be able to stop.  THAT is my head cannon.
