A part of me feels like reincarnation is definitely not random and fate, destiny and the GOL’s influence definitely plays a part which makes this scene so much more interesting:

So Ozpin, the illustrious, reserved and aloof headmaster of Beacon is paired with a child. Someone to keep him company and ensure he’s never alone.

Fate literally said to Ozpin:

And the same applies to Oscar too, a once lonely farmhand who gains a father figure through fate’s machinations as well.
