If you didn't know this (which OP does), you can customise a Windows PC so much more than you might assume - including the icons themselves, their placement on the desktop, the shape and size of the cursor, and all the audio.

If you want to go a step further, you can also get software that makes your machine's aesthetic completely customisable, some of which make it possible to create your own designs with relatively little effort.

It's your computer and you should be able to make it look however you like. If you want your "startup sound" to be a full-length version of Never Gonna Give You Up, have at it!
