He could be higher ranked, but he likes the day-to-day job too much for all the paperwork of the Captain's role.
He takes it very seriously, and is ready to jump in anytime someone needs his help â being a hero is Who He Is. Some people think this gives him a big head, and yeah maybe they're right⊠but damn if he's not good at his job, so to hell with what 'they' think.
His teammate/best friend died and left him with Assan, a Malinois who's trained as a search and rescue dog.
He keeps Assan because he wants to honor his friend, but Assan misbehaves and takes a lot of time and energy to keep up with. Or at least thats what he tells you as he's buying another chew toy.

...but kept running into problems where the rules would be a barrier to the truth, and tended to favor those with the money to ignore them.
She now has a PI's licence, and takes on some important clients about twice a year so that she can spend the rest of her time working probono for folks who need someone to go to bat for them.
Technically she does always ask for payment from her clients, but a hot meal or good gossip usually suffices. She knows that doing little things for people now means contacts when she needs them later.
Taash and Harding run a gym called "Iron and Glory".
Everyone knows that you have to know someone at the gym to get in and train there, but everyone also knows that Taash has a soft spot for people with heart. Mostly because their girlfriend gives them puppy dog eyes every time an underdog wants to train.
Taash specializes in weapons-based martial arts (Eskrima, Kobudo), Harding teaches self defense. They both find joy in teaching others how to take down opponents larger than them.
Harding and Taash sometimes ask Lucanis to lead Tai Chi, especially when Taash gets in one of their Moods.
Harding is also a professional archer, and tried out for the Olympics a couple years back. She didn't make the team, but she stuck around to help the athletes train, and loves to talk about how she helped them win gold.
Speaking of Lucanis, he runs a coffee shop ...
... that focuses on coffee that's meant to be savored.
His cafe has "No Wifi, Talk to Each Other" signs, and a specific set of tables that are meant for people that don't want to engage with anyone.
There's no paper cups, only a mismatched collection of glasses that he sourced from the town's yearly street fair and deep mugs that he ordered from the local ceramics shop. You have to bring your own mug if you want to take your coffee away.
Everything that's not made in-house is from somewhere else in town, because it's important to him to support his community.
He's technically a son of the big money in town, and he'll probably have to deal with that someday (especially since the true heir is getting a little problematic) but for now he's happy with his coffee.
Emmrich and Bellara are professors at the local college.
Emmrich teaches in the Religious Studies department, but likes to regularly co-teach a class with a professor from the Anatomy and Physiology department on the variety of rituals surrounding death and beliefs of the afterlife.
He has a research assistant named Manny who doesn't talk much, but is definitely trying to follow in Emmrich's footsteps. He's really good as a researcher, given enough encouragement.
Bellara is an experimental physicist, probably something in cosmology or the origins of the universe.
She's beloved by her students but consistently gets the "most unorganized" and "most likely to blow something up (on purpose or by accident)" comments in her student reviews.
