“We’ll give you two a minute,” said Verity, laying a comforting hand on Loki’s shoulder. “See you on the other side, Mobius.” “See you on the other side, Vee.” Verity and Casey left the room. Loki’s gaze drifted back to the security feed where Renslayer was talking to Felicia, her arms folded and her expression stern. The hallway outside the Surveillance Room was still deserted, allowing Verity and Casey to make their way back to CDA undetected, but it wouldn’t be long before Renslayer or one of the guards returned. “Mobius,” Loki began in a trembling voice, “if we don’t make it back—” “We’ll make it back,” Mobius interrupted softly, his eyes blazing with stubborn optimism. “Yes, but if we don’t. I need you to know…”

Loki knew he didn’t want to hear the answer – there was only one reason why D-90 would be wiping Mobius’ desk clear of his possessions – but he needed to hear someone say it. He needed someone to voice aloud the injustice being done. D-90 didn’t reply. He moved on to Mobius’ drawers, dumping paper files carelessly into the box that was somehow supposed to contain the accumulation of Mobius’ life. Loki looked on as D-90 cleared Mobius’ stache of extra sugar packets from the top right drawer. Darkness seeped to the edges of his vision. Mobius always preferred his coffee overly sweet; it would be too bitter for him without his extra packets. Loki needed to get them back.

I’d like to imagine the Torchwood team is so catastrophically bad at internal management that there’s just… some guy on payroll they do not actually remember hiring.
Like a man named Jeff who got through orientation, saw one alien corpse twitch unexpectedly on a metal table, immediately decided “absolutely not,” and simply never came back to work again, yet continues receiving paychecks for YEARS because nobody at Torchwood has enough organizational stability to notice.
And the funniest part is I genuinely believe this could happen because which of these chucklefucks is realistically auditing employee attendance.
Jack Harkness absolutely would not notice. Half the time he barely seems aware of what day it is.
Toshiko Sato would probably notice discrepancies eventually but immediately assume Jack knows about it because surely there’s no way the organization is that dysfunctional. Surely Jeff is on some classified long term assignment. Surely there is a system here. There is not.
Owen Harper is simply not paying enough attention to anything around him for this to register as unusual unless Jeff is actively on fire.
Gwen Cooper might question it at first, but she’s also new enough to assume this is one of those weird Torchwood things she just hasn’t acclimated to yet. Like “okay apparently there’s a Jeff who’s never here but everyone acts like that’s normal, maybe he’s undercover in space or trapped in another dimension or something.”
And Ianto maybe knows. But the idea of this random civilian continuing to siphon government money from Torchwood simply because nobody can get their act together enough to realize he vanished is so deeply funny to him that he refuses to say anything.
“Look, we all have our breaking point. Personally, mine is at 2:00, 4:00 and 6:00 every day.”
If only it was somebody else's story and not mine.
