Oh gosh this is from LAST years MerMay, better late than never..!
It's both. But I always do want to advocate for references, you really need to look at a thing a million times and try and draw it another million times before you really start grasping the fundamentals of whatever it is you're drawing.
Key elements to understand with water are 1. Movement - think about the physics, how it moves, how it stops 2. Color - water reflects it's surroundings, it's not just blue..!!
