Sadly, this discussion is also relevant to the Pigeon Fancy.
This is an Oriental or Modern Frill.
It doesn’t have a beak so much as a pair of keratin lips.
Yes, that absolutely is intentional.
For reference, here is my dearly departed feral Son, Ankhou.
Tandy (half Racing Homer)
and Apollo (Birmingham roller)
Who have bout as close as you can get to an average pigeon face.
This is the skull of a pigeon with a full beak.
See how much of that is sinus space?
About how much space do you think there is for that in the Modern Frill?
The Modern Frill developed from a Turkish breed called the Hunkari, and American breeders have the gall to say it’s still the same breed preserved.
When this ^ is the profile of the breed as shown in its homeland.
The Classic Old Frill is the Retro Mops to the avian pug that is the Modern Frill.
The breed is intended to return the original, functional standard.
It even states in the breed standard that the beak should never be allowed to get so short that babies require fostering.
The Modern/Oriental frill isn’t the only beakless breed.
But it is the only beakless breed I know of with a more moderate counterpart intended to be a return to a more structurally sound older form.
