I don't understand why the adult shadow angels couldn't stop or even save Futaba.

They ALL knew he was a child. That he was the only child in the last 12,000 years. And they all saw that he went to Earth to have fun, + Toma knows full well how Aquarion is spreading battle Drones thin on Earth.

Futaba's death gave the right impetus for action because all the angels thought humans were that dumb, or they couldn't get into the New United Nations base?

(I like to think that Apolonius/Fudo went so far in his bullshit that he's also responsible for the death of the only angelic child UwU)

I'm pretty sure the adults had no idea where to find futaba to even get him back, no matter how much they wanted to. The kid was kidnapped deep into a military headquarters - and the angels cant even breach into DEAVA, they probably dont think theyd even be able to get him back even if they knew where he was. Not to mention the way futaba was killed like, the DAY he was captured.

They didnt stop futaba from going down and fucking with the humans bc they likely didnt think the humans could stop him much less capture him. Also... im pretty sure the adults actually werent aware he was even down there to begin with? P sure they warn him off fucking around too much. But he's a child and they dont wanna ruin his innocence too early by being too harsh.

No one who heard futaba's death cries was happy about it. Much as fudo is a manipulator i dont think he actively enjoys child death - esp an angel child, when he knows how rare that is.

Also I know I already said I hadn't watched EVOL but I did look some stuff up, and boy. That world building is SO influenced by Touma's traumas, especially by the ripples from OVA. And I'd suspect that Touma's supposed partial incarnation isn't purely made from Touma, going off his 4 colored wings that just so happen to match up perfectly to the color coding for all 4 people involved in the Final Genesis Fuckery.
