I think there should have been loopholes to Lucifer not being able to kill sinners- Like putting sinners in a position where if they die, it's technically the sinners fault.

Also he could have at least trapped the sinners in that area with that fire serpent thing he made around the Vee Tower until the main cast can figure out what to do. Hell, the story could probably still progress cause sinners that could fly, like Valentino, could fly over the flames, so they'd still have to deal with that.
