In retrospect Hydra Cap is a climax of a disturbing recent trend of Marvel "freshening" their main character plotlines by having them act like amoral assholes for an arc or two. Like, if you're at a point where your character can't go anywhere else but being an asshole to being an outright supervillain, maybe retire them for a while.
