He knew if he charges after Frodo the Ring will more likely be discovered sooner or later, on his body as he lays beside his master. He willingly abandoned the whole mission for that. Sam didn't even know Frodo was alive at that point, in fact he absolutely sure he was dead. And yet he run after him, so they wouldn't hurt what's left of his master.
Samwise Gamgee canonically chose the slightest reminder of Frodo Baggins over the fate of the world.
