hey i got into an argument with my mom because she says that you can't be transgender unless you have surgery, is this true?

No, that isn’t true. Some Trans people can’t afford the surgery it takes to completely transition. Some work on transitioning outwardly, for example: chest binding, hair cutting/growing, wearing things that are more associated with their gender, and name change.
