Because you can tell the sort of stoic bullshit, “I can’t even begin to beg for forgiveness so I won’t” behavior Steve is exhibiting. And you KNOW the kinda emotional explosion/tidal wave that happens after is just gonna be all the sweeter for the bullshit that came before.

I think the crux of the problem is that Steve's actions in CW on the surface really make it seem that he does not care about Tony at all LMAO

And he's not capable (during CW and later) of communicating why he acted that way either (that letter was a travesty LOL if I was Tony reading that bs I would've hunted Steve down for sport but that's just me!)

We as the audience got the moments where Steve struggles openly (or we can imagine them), but Tony wasn't privy to any of that and he's way too hurt to even begin to image that Steve is hurting too. All he got was that god damn letter which c'mon!!! Who came up with that bs?

(Bad writing for sure, but I also want to believe Steve knew it was bs but sent it anyway just because he couldn't end their relationship with that last moment in Siberia 😭)
