My running theory is that The Last Act was made to be two individual episodes but with a last minute movie theater approval Goose had to stitch them together.
If you think about it, the Jax plot quite literally cut to the Caine plot with little to no connection between the two.
I think this may be the source of a lot of the fan complaints. Too much Jax screen time? It was supposed to be a Jax centric episode. Not enough build up to Caines return? We were supposed to wait an entire episode, and probably a few months.
