People who like the British Baking Show like it because it seems to be genuinely nice people making baked goods and lamenting how much they'll miss each other after eliminations. The show's been on for years without a heel, so there's no reason to think its core audience needs one to find the show interesting. If you want conflict in your reality cooking shows, Gordon Ramsay has about 70 shows airing at any given time.

People actually lost it one season when one of the contestants "accidentally" took someone's ice cream out of the freezer so that they could fit theirs in, and she didn't end up going home that same day, and instead was silently booted "due to an illness" between weeks.

A villain wouldn't survive on this show.
