In response to your tag on what the difference between suggestive and NSFW:

Suggestive is when nothing is described but sexual actions or intent is heavily implied. Your statement would be considered suggestive because it doesn't have anything actually sexual in it, but the wording and context heavily implies that it is going to lead to sexual actions.

Mature sex is when sexual actions are directly described, but in a somewhat clinical "here's what happened" way rather than trying to use evocative wording to make the reader hot and bothered. It also doesn't usually last longer than brief descriptions, not going into extreme detail. The original post for this is a good example of mature writing, as it is directly describing a sexual action but it is not written evocatively, so isn't explicit.

Explicit sexual content is when the author or artist is intentionally trying to describe sexual content in an evocative manner to make readers horny or sexually satisfied. As a part of the requirements for evocative writing, things do need to be actually detailed and it significantly benefits from lengthy scenes, though skilled writers can use precise wording and clear imagery to invoke a reaction from readers without a lengthy scene. (Many authors make the easy mistakes of either making a scene too brief or not using properly evocative descriptions to qualify their work as explicit. An important note is that the quality of the writing doesn't have to be good to qualify as explicit, for instance meant writers use absurd descriptions (his mighty meat stick, for example) which prevent most readers from actually being affected by what they're reading but this doesn't disqualify the work from being explicit if it's written evocatively.)

Another important point is that what rating a work qualifies as is a combination of what is contained in the work as a whole, with the rating for the entire work matching the most restricted rating a single part might qualify as. You can have a work that only contains suggestive sexual content but qualifies as explicit if it contains detailed and evocative descriptions of gore, for example. For professional artworks (writing is a subtype of art) there is almost always a standardized list of requirements for each rating option, but it can also vary based on the opinion of a review board.
